With reference to the letter from this
Office of the 1st inst., regarding the request
of the National Bank of China that the notes
of the Bank may be accepted by the Govt.,
and that an extension of the note issue may
be authorized, I am directed by the Earl of
Elgin to inform you that having received the
observations of the L.G. of the Treas. on the
matter he has now found it necessary to refer
to the Gov. of the Colony.

I am to ask that you will furnish his
Lordship with a reply to the questions con-
tained in the letter addressed to you from this
Office on the 1st of Dec. 1897. This com-
munication was acknowledged in your letter
of the 2nd of March, 1898, and you stated
that you were in corresp. with your Head Office
in Shanghai on the subject but no further
reply appears to have received.
